When a homeowner asks whether they can put new shingles over the old ones, they are almost never asking a technical question. They are asking a financial one: is there a legitimate way to spend less on this roof right now.
That is a fair question and it deserves a real answer rather than a reflexive no. A roof-over — also called a re-cover, an overlay, or a layover — is legal in many situations, it is faster, and it genuinely costs less on the day you write the check. Contractors who dismiss it out of hand without explaining why are not being rigorous, they are being lazy.
But the analysis changes substantially once you account for the Puget Sound climate, the age of Seattle's housing stock, and the total cost across two roof cycles rather than one. What follows is the actual engineering and financial case, including the narrow circumstances where a roof-over is the defensible choice.
Washington adopts the International Residential Code with state amendments, and the governing rule is straightforward: a structure may carry a maximum of two layers of asphalt shingles. If your roof already has two layers, a third is not legally installable, and any contractor quoting one is either unaware of the code or willing to ignore it. Neither is a quality you want in the person nailing your roof down.
The code also prohibits re-covering in several specific conditions, and these matter more than the layer count. A roof-over is not permitted where the existing roof is water-soaked or deteriorated to the point it is no longer effective as a base, where the existing shingles are buckled or badly curled, or where the existing roof surface is uneven enough that the new layer cannot lie flat. These are not technicalities. They describe the exact condition most Seattle roofs are in by the time a homeowner starts shopping for quotes, because our climate produces curling and moisture saturation as the standard end-of-life failure mode.
There is a further category that code does not address but physics does: a roof-over is not appropriate on any structure where the decking condition is unknown. In Seattle, that describes most homes built before 1950, and that is the heart of the argument.
Everything a roof-over saves you in labor and disposal, it costs you in information. Once the new layer goes down, the following become permanently invisible until the next full tear-off, which may be fifteen years away.
This is the big one in Seattle. A large share of pre-1950 housing here was sheathed in 1x6 skip sheathing — spaced boards with gaps between them, correct for the cedar shake they originally carried, wrong for modern asphalt shingles that need continuous support and reliable nail holding. Under a roof-over, nobody ever finds out. The new nails go into the same inadequate substrate, and in some cases into the gaps between boards, holding nothing at all.
Deck rot in this climate typically starts at valleys, at eaves, around penetrations, and anywhere condensation has been wetting sheathing from the attic side. It progresses quietly. Covering it does not stop it — it removes the last opportunity to catch it while it is a few sheets of plywood instead of structural repair.
Proper step flashing is woven into the shingle courses, one piece per course. In a roof-over, the existing flashing is usually left in place and the new shingles are worked around it, or new flashing is surface-mounted over the old assembly and sealed. Both approaches leave you with flashing that is older than the roof around it, at exactly the locations where the majority of leaks originate.
Under-driven nails, over-driven nails that cut through the mat, missing starter courses, absent drip edge, valleys cut wrong. A tear-off reveals all of it and lets it be corrected. A roof-over inherits every defect and builds on top of it.
Architectural asphalt shingles weigh in the neighborhood of 240 to 300 pounds per square, where a square is 100 square feet of roof area. Three-tab is lighter, in the 200 to 240 range. Take a modest Seattle roof of 20 squares. A second layer of architectural shingle adds roughly 5,000 to 6,000 pounds of permanent dead load to the structure — about the weight of two mid-size sedans distributed across your rafters.
Is that catastrophic? Usually not. Residential roof framing carries meaningful safety margin, and Seattle's ground snow load is modest compared to the mountain communities an hour east. The honest answer is that most roofs tolerate a second layer without structural distress.
The problem is the roofs that do not, and the fact that a roof-over gives you no way to know which category you are in. Older framing with undersized rafters, previous structural modifications, notched or drilled members from a plumbing or HVAC retrofit, sagging ridge lines, and rafters already weakened by rot at the bearing points are all common in century-old Seattle homes. Adding thousands of pounds to a structure you have not inspected is a decision made without data. On homes where we see visible ridge sag or deflection between rafters, a roof-over is off the table entirely, and that assessment can only be made by looking.
This is the argument that matters most here and gets discussed least. Seattle's defining roof condition is not rainfall volume, it is the length of time a roof assembly stays damp. Roughly 150 days of measurable precipitation a year, concentrated October through May, with low sun angles and mild temperatures that provide very little drying energy.
A roof-over creates a sandwich. Between the old shingle surface and the new one there is now an interstitial layer that receives no ventilation, no sunlight, and no meaningful airflow. Any moisture that gets in there — from wind-driven rain at a lifted edge, from condensation, from the residual saturation the old shingles already carried on installation day — has no path out. In Phoenix that layer would bake dry within hours. In Seattle it may hold moisture for months, sitting directly against the decking it is supposed to be protecting.
A double layer of asphalt runs hotter than a single layer, because the lower layer insulates the upper one from the deck below and slows heat dissipation. Asphalt shingles age primarily through the loss of volatile compounds from the asphalt mat, a process that accelerates with temperature. Manufacturers rate service life assuming a single layer over a properly ventilated deck. Change both variables and the rating no longer describes your roof. Industry field experience commonly puts re-covered roofs at 20 to 40 percent shorter service life than the same shingle installed on a tear-off, which on a 30 year product is a loss of six to twelve years.
New shingles conform to the surface beneath them. Every curl, cup, buckle, and uneven course in the old roof reproduces itself in the new one within a season or two as the new shingles soften and settle. Beyond the appearance issue, each telegraphed ridge is a small elevation change where water slows, debris collects, and moss finds purchase — which in this climate is not a cosmetic footnote.
Homeowners generally believe a manufacturer warranty covers their roof for thirty or fifty years. What it actually covers is manufacturing defects in the shingle itself, subject to a long list of installation conditions, and it depreciates over time so that the practical value in year fifteen is a fraction of the replacement cost.
Roof-overs interact badly with this in two ways. First, most manufacturers' enhanced or system warranties — the ones that actually cover labor and the full assembly rather than just the shingle — require installation over a clean deck with the manufacturer's own underlayment, starter, and ridge products. A re-cover disqualifies you from that tier by definition. You are left with the basic limited warranty, which is the weakest coverage available.
Second, if a failure does occur, the manufacturer's first question is about the installation conditions. Where a claim involves a roof installed over an existing layer, the burden of demonstrating that the defect was manufacturing rather than installation-related sits with you, and it is a difficult argument to win. In practical terms, a roof-over converts a warranty from a real asset into a document.
Workmanship warranties from the contractor are a separate matter and worth asking about directly. A contractor confident in a re-cover should be willing to stand behind it in writing for a defined period. Many will not, which tells you something.
Comparing a roof-over to a tear-off on today's invoice alone is the wrong frame, because it compares two things that do not deliver the same product. Here is the arithmetic that actually matters.
A roof-over typically saves 15 to 25 percent versus a full tear-off, because you are eliminating tear-off labor and disposal — and disposal in King County is a real line item, not a rounding error. On a $14,000 tear-off, that is somewhere between $2,100 and $3,500 saved.
Now project forward. That re-covered roof carries a realistic service life 20 to 40 percent shorter than the tear-off version would have. And when it does reach end of life, you are not paying for a normal tear-off — you are paying to remove two layers instead of one, roughly doubling both the labor hours and the disposal tonnage on that future job. Meanwhile, any decking problem that existed at the time of the re-cover has had fifteen more years to progress, unobserved, with a moisture-trapping sandwich sitting on top of it.
Run those numbers across two roof cycles and the initial savings is typically consumed and then some. The roof-over is not cheaper. It is financed, at an unfavorable rate, with the payment due at an unknown future date and the possibility of structural repair attached.
We would be overstating the case if we claimed a re-cover is never the right answer. There are real situations where it is, and they share a common shape: the roof is in good structural condition, the decking is known, and the constraint is genuine rather than preferential.
Post-1970 construction with plywood or OSB sheathing, verified from the attic, no staining or soft spots, and a single existing layer that is flat and intact rather than curled.
One layer of three-tab that laid down properly and has aged evenly without buckling gives the new layer a genuinely acceptable substrate. This is uncommon in Seattle but it exists.
If the alternative to a re-cover is an actively leaking roof and no roof at all, a re-cover that buys ten to fifteen dry years is a better outcome than water entering the structure for two years while you save. That is a real situation and it deserves a real solution rather than a lecture.
What all three have in common is that somebody looked first. The recommendation follows the inspection; it does not substitute for one.
You can usually determine this yourself before any contractor arrives, which is useful because it changes what quotes you should take seriously.
Look at the rake edge. Stand at the gable end where the roof edge is visible from the ground or a ladder and look at the thickness of the shingle stack at the very edge. A single layer presents a thin, consistent edge. Two layers present a noticeably thicker profile, often with a visible seam line partway down.
Look at the eave above the gutter. The same thickness test is often easier here, and you can frequently see the exposed edge of the lower layer where the upper layer terminates.
Check the flashing height. Where a roof meets a wall or chimney, a re-covered roof usually shows flashing that sits oddly low relative to the shingle surface, because it was detailed for the original layer.
Pull the permit history. Seattle's permit records are public, and prior roofing permits tell you what was done and when. This is also how you discover whether previous work was permitted at all, which matters for disclosure and insurance.
Two practical consequences that rarely come up during the quote conversation.
First, resale. A buyer's inspector will identify a double-layer roof, and it will appear in the report as a defect or a limitation, frequently phrased as an inability to assess the decking condition. That language does real damage in negotiation because it converts a known quantity into an unknown one, and buyers price unknowns pessimistically. A double layer also caps the next owner's options, since they cannot re-cover again.
Second, insurance. Carriers increasingly ask about roof age, material, and layer count at renewal. A double-layer roof can affect eligibility or premium with some carriers, and in the event of a storm claim, the presence of a re-cover gives an adjuster a straightforward argument that damage resulted from an installation condition rather than the storm event. That argument is not always correct, but you will be the one disputing it.
If you want a single rule that will be right the large majority of the time in Seattle: tear off, unless someone has physically verified the decking is sound and the existing single layer is flat.
The reason that rule works here specifically is our housing stock. In a city built substantially before 1950, on skip sheathing, in a climate that keeps assemblies damp for eight months a year and grows moss aggressively, the probability that a roof has an unpleasant surprise underneath is meaningfully higher than the national average. Tear-off is how you find it while it is still cheap.
And if a contractor recommends a roof-over without having been in your attic or on your roof, the recommendation is not an assessment. It is a quote strategy.
