Seattle's density boom produced thousands of narrow-lot townhomes and modern infill builds, concentrated in Ballard, Fremont, Capitol Hill, Columbia City, and along the light rail corridor. A great many of them have flat or near-flat roof sections, often with a rooftop deck, and they fail in ways that have almost nothing in common with a conventional pitched roof.
Asphalt shingles are not rated below a 2:12 pitch, and between 2:12 and 4:12 they require a doubled underlayment application. Below 2:12 they are simply the wrong product, because shingles work by shedding water down a slope fast enough that it never sits on a lap. On a low slope, water lingers, and lingering water finds every seam.
Finding shingles on a genuinely low-slope section is therefore not a maintenance issue, it is an installation error, and it usually means the roof was finished by someone treating the low-slope portion as an extension of the pitched work.
Single-ply membrane or modified bitumen. TPO is a thermoplastic sheet, heat-welded at the seams, which produces a genuinely strong joint since the material fuses rather than relying on adhesive. EPDM is a synthetic rubber, seamed with tape or adhesive, highly flexible and proven, though seam quality depends more on installer care. Modified bitumen is an asphalt-based sheet applied in layers, often self-adhered, and remains a sensible choice for small decks and additions.
All three are appropriate. What matters far more than which one is chosen is how the details are handled.
Almost never in the open field of the membrane. Modern membranes are robust and the middle of a roof is not where they give way. Failures concentrate at every point where the sheet stops being a continuous sheet.
Terminations. Where the membrane ends at a wall or parapet, it must be mechanically fastened and sealed at the top edge, ideally with a termination bar and counter flashing. A membrane simply adhered up a wall and caulked at the top is a two-to-three-year detail.
Drains and scuppers. The single most common source of serious low-slope failures. Drains must be set at the actual low point, with the membrane properly clamped into the drain assembly. A drain set even slightly high leaves standing water permanently. Scuppers through parapets need proper sleeve and flange detailing.
Parapet caps. Many Seattle townhomes have parapets with metal coping on top. Coping joints that are butted and caulked rather than lapped with proper splice plates let water into the top of the wall, where it runs down inside the assembly and appears as a leak that has nothing to do with the roof surface.
Deck pedestals and penetrations. Rooftop decks are frequently built over the membrane on pedestals or sleepers. Every penetration through the membrane for a railing post is a detail requiring proper flashing, and railing posts penetrating a roof membrane are a recurring problem in this housing type.
Water that remains on a low-slope roof for more than roughly 48 hours after rain is ponding, and it is a genuine problem rather than an aesthetic one. Standing water applies constant hydrostatic pressure to every seam beneath it, accelerates membrane degradation, adds sustained structural load, and in this climate encourages biological growth that holds moisture indefinitely.
Ponding usually indicates inadequate slope to drain, structural deflection, or a drain set too high. Because Seattle's rain is persistent rather than intense, a ponding area here may effectively never dry between October and May. That is a different exposure from the same defect in a climate with dry spells.
Inspect twice yearly, and go up and look rather than assuming. Clear drains and scuppers of debris every time — a blocked drain converts a functioning roof into a pond. After rain, note where water stands and how long it remains, and photograph it, because that record is the evidence for a slope or drain argument later.
Check terminations and parapet coping joints for separation. Check every railing post and pedestal for movement or flashing failure. And be careful about foot traffic: membranes puncture, particularly at cold temperatures, and rooftop deck use is a common cause of damage that gets attributed to material failure.
One last practical note. Many of these buildings are under warranty from the original builder for a defined period, and low-slope detailing errors tend to surface within it. If your townhome is relatively new and the roof is leaking, establishing that early with documentation matters, because the conversation changes considerably once the warranty period closes.
